This program sends the service contract information that was created in VA41 to FSM DTO https://help.sap.com/viewer/fsm_data_model/Cloud/en-US/servicecontractdto_v12.html?q=contract. In normal case, this is automatic and triggered by creation/change of the service contract in SAP ERP backend.
