The service definition /PACG/ECM_WS bases on a function group. For such types of Web Services after system copy, the Web Service can be destroyed. To check and repair the Web Service, please use report WEBI_CHECK_GEN or in older SAP ECC versions report WEBI_CHECK_REPAIR.
